Exceptions to the octet rule?
a and c because each of them have a central atom (P or Xe) that forms more than 4 covalent bonds with the surrounding atoms, or more than 8 electrons. This disobeys the stable octet rule. In general, a molecule can only disobey the octet rule if and only if the central atom is in period 3 or above, and it will generally bond with Halogenic atoms (group 17).
