Need some help guys, chemistry?

1. agree or disagree with the following statement: Elements that have three or fewer electrons in their outer energy level are considered to be non-metals.

2. describe the relationship between group number and the outer-energy-level electron configuration for elements in each of the following:

a) groups 1 and 2

b) groups 13 and 18

c) identify the element that is an exception to this relationship.

Need some help guys, chemistry?
1. false-elements with 3 or fewer are metals

2. The group number is the number of electrons in the outer energy level, for the columns 1 and 2 it is also the ion charge

groups 13-18, the 2nd digit is the number of electrons in the outer ring. For He, there are only 2 in the outer ring, and it is now full.
Reply:1. Agree. Li is lightest metal.

2.a the group number equals the positive ion charge formed by members of that group.
